Tempus fugit law is a phrase from Cicero’s oration, De Officiis (“On the Duty of a Governor”). Cicero was a Roman statesman, and a Roman Empire governor. He is the subject of the second book of the De Officiis, in which he explains many of the principles of government as they are found in the Roman constitution.

Tempus fugit law is a phrase coined by Cicero, but the reason for the phrase is actually a little more philosophical. The law as he states it is that justice is a constant struggle between the individual and the state. The state has two powers as a legal system: The power to decide on the most important issues, and the power to punish when it is wrong. Since the nature of a state is to be constantly changing, this is a constant war between the individual and the state.
